Description:
General Procurement Notice for Consulting Services and Goods for Continental Power System Master Plan Project (CMP) Procurement of Goods And/or Works. The Principal Objectives of This Project Are to Identify Subsystems of A Stable and Reliable Intra-Regional and Inter-Regional Power Systems Network and Ensuring Their Orderly Development to Form the Physical Foundation to The Envisaged African Single Electricity Market. The project includes the following three components: Component I - Energy Planning and Modeling. This component entails support to energy planning and modelling through consultancy services for the development of the master plan to integrate all the updated regional master plans into an integrated and modelled Continental Master Plan (CMP). The Fund will particularly provide technical assistance for the Power Pools by embedding planning experts within the institutions for purposes of upgrading in-house skills to support the current and any future integrated power system planning. Component II - Capacity Building This component involves support for capacity building and institutional strengthening of AUDA-NEPAD and the power pools. The Fund shall particularly support the executing agency on project management and coordination of the CMP development to be provided by a PIU established within AUDA-NEPAD. Component III - Support to CAPP (including master plan update) This component consists of updating and developing the master plans of the Central African Power Pool (CAPP) and the Comité Maghrébin de l'Electricité (COMELEC) respectively including institutional strengthening and development of frameworks such as regulatory, legal, etc. aspects. The regional master plans need to be completed to serve as vital inputs into the modelling of the inter-regional power systems integration efforts that will identify critical regional generation and transmission systems that can promote a stable continental market. The selection of a consultant for consultancy services for the Development of the Central Africa Power Pool (CAPP) Regional Pool Masterplan is included under this component.
