  • Tenders are invited for Appointment of Service Providers for the Design, Supply, Delivery, Installation and Commissioning of Solar High Mast Lights in Informal Settlements on an as-Andwhen Required Basis from 01 July 2022 until 30 June 202 Design, Manufacture, Supply, Deliver of Solar High Mast and Drawing (The rate should include the rates of the Structural Engineer) Per Mast 30 2 Erect Solar High-Mast (rate to include Cranes and all related items) Per Mast 30 3 Design, Manufacture, Supply, Deliver of Solar LED Luminaires (rate to include brackets) Per set 30 4 Install and Commission Solar LED Luminaires Per set 30 5 Soil Testing Per Mast 30 6 Foundation Excavation, Installation, Backfilling, Compaction and testing Per Mast 30 7 Data Dossier Per Mast 30 8 Tool Kit (including complete lowering and rising mechanism) Per Mast 30 9 Community Liaison Officer (CLO) Monthly 12 4.1 Complete Solar high mast A complete solar high mast should comprise of the following: a) 12 X 60W LED High Illumination Luminaires with built-in battery packs and solar panel. b) Minimum 36AH 12V Lithium battery packs built into the LED luminaires c) A minimum 70W mono-crystalline silicon solar panel built into the LED luminaires. The solar panel should be capable of withstanding hail (up to 64 mm in diameter). d) A minimum 20m high (above ground) steel pole capable of mounting all of the abovementioned LED luminaires, batteries and can withstand the load. e) The successful service provider will be required to assess the identified informal settlement and provide a layout for the required solar high masts. 4.2 Solar Rechargeable Battery a) The battery should be at least 36AH at 12VDC lithium battery with phosphorus iron lithium battery series a total of at least 36AH at 12VDC. b) Service Life: under normal circumstances, cycle life should be more than 2000 times. c) The battery must be capable of working in temperatures of between -30°C and 60°C. d) Uniformity: The battery must have a charged maintenance ability according to IEC standards. e) The battery must be capable of rapid charging in 1 ~ 6 hours. 118 4.3 LED Luminaire The LED luminaire should have the following parameters: a) Photocell b) 10° tilt angle c) Power output - 60W d) Voltage - 12 VDC e) Voltage fluctuation - 10% of the rated voltage f) IP rating - IP65 g) Minimum luminous flux - 7200 Lm h) Colour temperature - 4,500 - 5,000 K i) Mounting height - 18m j) Working temperature - -25°C - +60°C k) Lighting time: 7 days, 12hrs per night l) Colour Rendering Index - 80 m) Working lifetime - 50,000 Hrs n) Warranty - 5 years 4.4 Mounting Pole The pole must be a galvanized steel pole meeting the following minimum requirements a) Must be 20m above ground level. b) Strength: 500KN, withstand total weight of up to 5,000kg. c) Working load: 144km/h cross winds. d) Mechanical winch that will be used to hoist the luminaires up and to lower them to a working height that is reachable by a step ladder for maintenance purposes. e) Must have brackets at 2m to support the luminaires. 4.5 Base The base shall consist of the following: a) 2600x2600x600 steel foundation for concrete base. b) 1000x1000x900 steel foundation for concrete stub. c) Base plate. d) 8m30 bolts. The mast foundations shall be designed and constructed in accordance with SANS 10100 (Pt 1 & Pt 2) to withstand the forces imposed by the mast. The soil conditions and the soil bearing capacity shall be established by a set of DCP tests for each individual mast. The results of these tests shall be recorded and placed in the data dossier for each mast. The concrete cover of the reinforcing bars shall be not less than 50mm in all cases. The contractor shall provide evidence of the actual concrete cover achieved for the base and the plinth. The concrete shall have a design compressive strength of not less than 25 MPa after 28 days. The concrete strength of the base and the plinth shall be measured after 28 days by the Schmidt Hammer Test method for each foundation and the results recorded in the mast data dossier. 119 The plinth shall be designed to have a projection of not less than 300mm above nominal ground level after backfill compaction has been completed. 4.6 Lightning Conductor Each mast shall be fitted with a lightning conductor spike at the top point of the luminaire. This spike shall be connected to the mast earthing system. The steel mast may be used as the earth path provided that a 70mm2 flexible copper cable is installed at the hinge point to ensure that electrical currents do not pass through the hinge joint. The mast shall be connected to the earthing system by means of a 16mm diameter stud welded to the inside of the mast below the junction box. 4.7 Geo Technical Survey The contractor shall be responsible for establishing the soil conditions for each mast location. This information shall be to the satisfaction of the CoE to ensure design confidence
