Publication Date: 01-Dec-2022 Expression of Interest Deadline: 19-Dec-2022 ASSIGNMENT OVERVIEW Assignment Title: 1283872 - Offshore Wind Roadmap for South Africa Assignment Countries: - South Africa INTRODUCTION The World Bank Group (WBG), under the umbrella of its Offshore Wind Development Program, has been supporting the South African Government on offshore wind since 2019, initially through an in-country workshop and study tour to the UK, followed by a scoping study and spatial data cataloguing exercise in 2022. The private sector interest in South Africa's extensive, energetic offshore wind resource has been growing and, in response to a request by the Department of Mineral Resources and Energy (DMRE), WBG is now seeking to provide deeper technical assistance on a broad range of issues. ASSIGNMENT DESCRIPTION The objective of this assignment is to provide balanced, unbiased strategic analysis and advice on the role that offshore wind could play in South Africa's medium- and long-term energy mix, analysis on the key opportunities and challenges, and recommendations on next steps in terms of policy formulation, planning and developing bankable projects. See draft Terms of Reference (TOR) which accompany this REOI. Note that this draft TOR will change prior to issuing a request for proposals from shortlisted firms, but the current draft scope is representative of the overall project. FIRM PROFILE It is anticipated that Consultants responding to this REOI will be consultancy firms, likely in a consortium with other firms having complementary experience and skills (with one firm designated as the lead Consultant). In-depth understanding and experience in the South African power and renewable energy sector is essential. Due to the nature of this advisory work and the likely exposure to privileged information from government departments, it is important to avoid any actual or perceived conflicts of interest/unfair advantage. Consultants should state whether they, or any member of their consortium, are currently supporting offshore wind project developers in South Africa.
