  • Tenders are invited for Report on energy poverty with focus on Clean Cooking technologies The objective of this consultancy is to undertake a market assessment of access to energy and energy use with focus on clean cooking and heating solutions in South Africa with special attention to rural areas especially those located in Mpumalanga given that there is the hub of coal mining in the country and also that the province is key in terms of Just Energy Transition. It is anticipated that the finding of this World Bank supported project will enable the South Africa government; namely the Department of Mineral Resources and Energy (DMRE) in understanding feasible options to address household energy poverty in the province; via clean cooking and heating solutions. Overall; the outcomes of this project consist of: i) informing the government/DMRE on how to address energy poverty via clean cooking and heating solutions; ii) increasing the World Bank-s understanding of the clean cooking and heating space to be able to advise the government accordingly; iii) undertaking such market assessment/study to collect data and information on the clean cooking and heating space in South Africa.The Market Assessment will be fully gender-informed and focus on women as the key decision-makers in household energy services. Specifically; the Market Assessment shall address the following questions:• Existing knowledge: What knowledge is available from the current literature; including government-s analysis; on cooking and heating in South Africa? And in particularly in Mpumalanga (or other geographical location to be determined under the guidance of the government and the World Bank) . What are the lessons and guidelines from the current literature that this consultancy can build on? And what are the data/information gaps?• Policy and enabling environment (ecosystem-side): What do the current policy and enabling environment look like for enhancing more efficient cooking and heating in South Africa? How can clean and more efficient cooking and heating be better integrated in the wider climate and energy policy environment? What development policies; minimum technical standards; and safety requirements could be developed to enhance the sector? What potential incentives could be put in place to advance products uptake?• Customers profiles (demand-side): What does the current cookstove market-base look like in South Africa and in particularly in Mpumalanga (or other geographical location to be determined under the guidance of government and the World Bank)? What are the customer profiles (rural and urban; gender-disaggregated); current cooking and heating appliances and patterns; as well as willingness and ability to adopt new technologies?• Market constraints (supply-side): Which are the key constraints (public awareness; regulatory; supply chain; affordability; acceptability by local customers; capacity; etc.) to market development and solutions to scale up more efficient and modern cooking and heating in South Africa? What business models for pilot development are best suited to expand adoption in Mpumalanga (or other geographical location to be determined under the guidance of government and the World Bank)? What would be the technical and financial impact of introducing these appliances?• Co-benefits: What are the benefits and impacts (environment; health; climate change etc.) of switching from traditional cooking and heating technologies to efficient; clean and modern appliances; especially for women and girls (gender impacts) as they mostly shoulder the burden when it comes to cooking? How men (as decision-making in the household) perceive the benefits of adopting clean cooking and heating solutions? What is the potential aggregate level of energy efficient savings (and related time; productivity) gained from replacing current traditional technologies with more efficient ones? The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
