  • Expression of Interest are invited for Transnet Risk and Vulnerability Assessment Framework The World Bank seeks an experienced firm or consortium to assess Transnet's adaptive capacity and tolerance to climate-related risks under current and projected climatic variability. The activity will assist Transnet in developing a strategy to addressing climate change adaptation in its various operations by identifying present and future risks and viable adaptation tactics for Transnet operations in a step-by-step process. To this end, Transnet wishes to develop an adaptable, practical framework that uses data at hand to guide decision-making and improve Transnet's ability to react to how climate change will affect its infrastructure and operations. The activity will also identify critical stakeholders to ensure an effective climate change vulnerability assessment process that has multiple benefits, including identifying and filling data gaps, building support for adaptation efforts and capacity building, and identify and confirm the role of Transnet in various provincial and municipal Climate Change Response Implementation Plans where Transnet operates. Moreover, the activity will identify revenue at risk and potential financial and safety implications for Transnet and define areas for private sector participation to assist with mitigating the risk so that it is not solely borne by Transnet, while opening opportunity for private investment and participation to achieve climate resilience. The assignment shall be carried out by a consulting firm or consortium to be recruited in accordance with the World Bank Group Corporate Procurement Policies and Procedures. Consultant firms are invited to submit Expressions of Interest (EOI) for this selection, which shall respond to the following qualification criteria: Outline of the Consultants (or Consortiums) core business and experience in climate change, the freight and logistics sector and climate modelling as it relates to this assignment; Summary description of their proposed approach for carrying out the assignment; Description of any available climate modelling and climate data, freight data or data supplier relationships, preferences or restrictions they have in place; Prior experience working on World Bank financed or commissioned projects in climate change, ports, railways and/or pipelines; Prior experience working with Transnet and familiarity with the South African logistics industry; Any comments or suggestions that the Consultant has on the scope of work being proposed or methodological considerations that the World Bank Group team should take into account.
